Incarnation formation on Earth - the Council of Souls determines the necessary combinations of experience in the proposed scenarios and leads souls to select observers 20 - 100 years before the beginning of incarnation. During this interval the soul's initial experience builds the energy structure of the experience, matching the observer to the grid of coordinates. Orion books the seeding of observers 100 years or more in advance, so they have formal power in the form of basic scriptural figures. Next, the number of twin-observers and Higher Self is determined. The greater the experience of the Higher Self, the greater the number of twin-observers. The range of experience in the form of emotional energy constructs is created.
